| Q: How long does a typical utility and
telephone review normally take to complete? |

A: A review can usually be completed in 30 to 60
days. If your facility is located outside of the Middle Tennessee
area, it often takes a little longer as we may need to gather additional
rate information and develop the computer programs required to analyze
those rates. |
| Q: Is there a minimum monthly bill needed to
take advantage of our service? |
| |
A: Yes, we look for accounts to bill a minimum of
$2,000 per month to do our analysis. If you have only one or two
accounts that meet this minimum we will still check your smaller accounts
to be sure everything is in order. |
| Q: What do you need for the utility bill
review? |
| |
A: We will need two years of billing history, a
signed letter of agency and a signed agreement to begin. If we find
we need additional information we can normally obtain it directly from the
utility using the letter of agency. |
| Q: What do I need for the telephone bill
review? |
| |
A: We only need your latest month's telephone
bill for local and long distance service, a signed letter of agency and a
signed agreement. |
| Q: What happens if I only want my utility
bills reviewed but not my telephone? |
| |
A: Our agreement is designed so that you can
check off only those services you with to have us review. However,
we do recommend having all utility and telephone bills checked because it increases the possibility of reducing your costs. |
| Q: What does the service cost? |

A: If we are successful in recovering a refund
for you we share in the savings evenly with a 50/50 split. If we are
able to secure a rate reduction we share in those savings at a 50/50 split
for 36 months. We also have a negotiable fixed fee option in lieu of
shared savings. |
| Q: How do you verify refunds and rate
reductions? |

A: Refunds are confirmed by the credit applied to
your account or the refund check you receive. Rate reductions are
calculated each month by reviewing your bill and calculating a
before-and-after cost. Our statements always contain refund
verification or rate comparison calculations so you will have an accurate
record of the true savings. |
| Q: Why should I select UtilEcon instead of
contacting my utility or telephone company directly? |

A: UtilEcon Services has been recovering
savings for our clients since 1992. We have the computer programs in
place to examine every component of cost in your utility and telephone
bills. Large utility and telephone companies with their huge
customer bases do not have the time or resources to analyze bills at this
level of detail for all of their customers. Plus, there is no
check-and-balance mechanism as they would be reviewing their own
records. It is also the responsibility of the customer to determine
it they are on the best rate - not the utility or telephone company.
We do this for you and if we cannot deliver savings there is no cost for
